Consumption Rates

By Village Ordinance No. 2019-O-31, dated September 3, 2019, utility consumption charges shall be automatically increased by the greater of two percent (2%) or the consumer price index (CPI), and shall occur automatically, each year, beginning November 1, 2019 and continuing thereafter until after completion of the November 1, 2025 rate adjustment. 

To fund the Village's water and sewer treatment infrastructure operating expenses, debt service, capital improvements, and replacement costs, a minimum water and sewer combined base rate is imposed on each utility account at a cost of $45 per month and billed at $90 per bimonthly billing cycle. Effective November 1, 2025 the combined water/sewer consumption rate charge is $9.15 per 1,000 gallons (water $3.93/1k gal, sewer $5.22/1k gallons). Bimonthly water consumption is calculated using the measurement from the meter located at each unit. 

Utility Bills

  • Water and sewer consumption meters are read and bi-monthly bills are mailed/emailed during the first two weeks of odd-numbered months (Jan, Mar, May, Jul, Sep, Nov). 
  • Utility bill payments are due by 4:30 pm on the 1st of every even-numbered month (Feb, Apr, Jun, Aug, Oct, Dec), or first business day if the 1st falls on a weekend or village-observed holiday. 
  • A two (2) business day grace (close of business 4:30pm) is allowed; a 10% late fee will be added to account balances thereafter.

Payment Notification Timeline

1st Notice - issuance of a utility invoice - A bi-monthly invoice will be mailed/emailed to account holders indicating the due date and dollar amount due for water/sewer consumption during the previous two-month service period. Payment is due on the 1st of the even numbered month, or the first business day following, if 1st falls on a weekend or an observed village holiday.

2nd Notice - issuance of a late notice - Accounts remaining unpaid by the original due date will be issued a late notice that will include a late fee equaling 10% of the original amount due.

3rd /Final Notice – issuance of a green tag disconnection warning - A green tag will be posted on the property and a $25 fee will be added to account balance. This will be a final notice for payment and warning of service disconnection if the account is not paid in full by the final notice due date indicated on the reverse side of the green tag notice. 

Service Disconnection - if the utility account continues to go unpaid at the close of business, 4:30 pm, on the final notice due date, a $75 disconnection fee will be added to the account balance and water service will be shut-off at the property.  Any account that remains unpaid at the close of the final notice due date will be assessed the $75 disconnection fee regardless if physical shut-off was completed.

Service Restoration  - Full payment including fees is required prior to water service being restored.  Contact the Village at (847) 464-5533 to schedule water turn-on, an adult needs to be present at the property.  Restoration service hours are from 8:00 am – 2:00 pm Monday-Friday, arrangements requested outside of these hours will incur a $75 after hours service fee.
