The Village of Pingree Grove will host a public hearing on Monday, August 18, 2025, at 7:00 pm, to consider the approval of the proposed Heritage Redevelopment Project Area Tax Increment Financing Eligibility Report and Redevelopment Plan and Project – “the Redevelopment Plan and Project” – in the Village’s Heritage District. The aim of the Redevelopment Plan is the revitalization of the Redevelopment Project Area as an attractive, regionally significant mixed-use district which will contribute to the health and vitality of Pingree Grove. The goals and objectives of the Redevelopment Plan are consistent with those articulated in the 2015 Village of Pingree Grove Comprehensive Plan found on the Village’s website:

Village code calls for potable water conservation measures May 15 - September 15, to preserve potable water supplies for outdoor watering of landscape and lawns. These conservation practices include alternate day watering schedules for odd and even addresses (last number of address). Outdoor watering is permitted for odd numbered addresses on odd numbered days, and even numbered addresses on even numbered days, between the hours of 6:00 pm and 8:00 am (outdoor watering not permitted between the hours of 9:00 am and 6:00 pm).

Followed by the second day of fun-filled festivities with music, magic, car racing, bouncies, food, drinks, and of course FIREWORKS @ 9:15 pm!
After receiving a thoughtful idea from some interested residents, the Village will install a bat house to assist with mosquito abatement. The bat house will be used as a supplement to the Village’s existing mosquito abatement program – it will not be used as a replacement to the current program. The Village has reached out to the Illinois Bat Conservation Program for guidance in identifying the most suitable location within the Village to place the bat house.
The Village's mosquito abatement program is based on a scientific approach to the issue. Mosquito traps are monitored on a regular basis to determine mosquito population density in the community. It is the female mosquito that bites; when the trap count is high enough the Public Works Department will activate the mosquito fogging program.
Following the installation of the bat house, Public Works will monitor the area to see if the presence of bats contributes to a noticeable reduction in mosquito levels.

Pingree Grove’s new kayak rental offering by RENT FUN, will be available to residents beginning Monday, May 12, 2025. Rental requests and payment are completed electronically via Rent Fun’s mobile app. Scan the QR code available at the rental station (Wester Blvd. gazebo pond) or https://www.rent.fun/kayak-rental/pingree-grove-il. The cost is $9 per 1-hour rental and $5 per 30 mins. thereafter, and includes a one person kayak, paddle and life vest. PUBLIC HEARING NOTICE
Notice is hereby given that the Village of Pingree Grove Planning and Zoning Commission (the “Commission”) will hold a public hearing on Monday, December 16, 2024 at 6:00 p.m. at the Pingree Grove Municipal Center, 555 Reinking Road, Pingree Grove, Illinois 60140 to consider a petition by Pavel Korchigan to: i) amend the previously approved planned unit development (PUD) final plans for the property located at 1105 Bell Road, Pingree Grove, IL to encompass Lots 13-18 of the Pingree Grove Business Park-First Resubdivision (collectively, the “Subject Property”); ii) obtain the Village’s approval of a plat of consolidation relative to the Subject Property; and iii) obtain a special use permit for said Lots 14 through 18 (in addition to the existing special use permit for Lot 13) in order to develop the Subject Property as a motor freight service facility in accordance with the plans and specifications submitted to the Village by the petitioner.
A copy of the petition to amend the PUD final plans for the Subject Property and to extend the special use for a motor freight service facility to the entire Subject Property and the plat of consolidation are on file and may be examined during regular business hours in the Village Clerk’s Office at the Pingree Grove Municipal Center, 555 Reinking Road, Pingree Grove, IL 60140. On Monday, December 2 at 7:00 pm, the Village will hold at public hearing to approve the proposed property tax levey increase for 2024. In preparation, the Village would like to offer some clarity on the terminology required to be used, as it may be a bit confusing. /DocumentCenter/View/3733/2024-Truth-in-Taxation-PH_20241202.
The Village of Pingree Grove would like to clarify the increase in percentage fluctuations year-over-year on its tax levy. First, it is important to note and understand that Illinois State Statute requires taxing districts to comparatively show “property taxes levied” versus “property taxes extended.” The difference being: property taxes levied represent the amount of revenue a public taxing body, e.g., the Village of Pingree Grove, may request to be collected from property taxes; property taxes extended represent the actual amount of revenue that the taxing body receives from property taxes that have been billed and collected (based on total assessed property value).
At the time that the Village needs to establish a property tax levy, the final assessed value of properties is not yet known; therefore, an estimated amount of property tax revenue is requested to be collected, this is the property tax levy. The property taxes extended, the actual amount of revenue received through billed and collected property taxes, are based on several variables including the amount of property tax levied and the Property Tax Extension Limitation Law (PTELL). PTELL limits the percentage amount of tax extension that a non-home rule taxing body, such as the Village of Pingree Grove, may collect. The County is the governing body that manages the property tax billing process.
Due to the state statute reporting requirements, the numbers shown in sec. II of this Notice of Proposed Property Tax show that the 2024 tax levy of $1,720,894.21 is 68.06% higher than 2023 $1,023,951.79; however, the 68.06% increase is comparing the 2024 tax levied (estimated tax revenue requested) to the 2023 property tax extended (actual revenue received). In 2023, the Village’s corporate tax levy extended (actual revenue received) was $727,376 (corporate property taxes do not include SSAs). Due to PTELL limitations, the Village is able to estimate that in 2024, the tax levy to be extended (actual revenue received) will be $758,539, which represents an increase of 3.4% or $31,163.00. This 3.4% increase is a cap set by PTELL.
The Village’s revenue portion of a property’s tax bill is between 2%-3% of the entire bill, which is considerably less than most comparable municipalities, translating to $0.18495/$100 of the equalized assessed value (partial value of the property) or $154.13 for a $250,000 property. With the rapid growth of the Village and the way that property taxes are levied per state law, the effect of the rapid growth actually suppresses the tax rate of property taxpayers in the Village, because the amount of taxes that may be collected (including the increase of $31,163) is divided between all property taxpayers. It is important for the Village to levy (revenue requested) enough tax dollars to ensure that the value of newly constructed properties is sufficiently included in the taxes extended (revenue received). For this reason, the Village levies more in property taxes than the tax that will actually be extended. As growth continues, the suppression of the tax rate will as well.

The Canadian Pacific Kansas City Railway (CPKC) Holiday Train will make its way to Pingree Grove on Wednesday, November 27. The train is scheduled to arrive at 8:45am, with a musical show from 9:00am-9:30am at the north side of railroad tracks on Reinking Rd near Damisch. Attendees must be on the north side of the railroad tracks by 8:30 am, as you will not be allowed to cross once the train arrives. The CPKC will be collecting non-perishable food items and monetary donations for the D300 Food Pantry providing food assistance to those in need within our community.
After the train stroll on down to the Gather where festivities will continue until 12 Noon with ornament making, food trucks, beverages and gift vendors. Although this is a morning event, the holiday lights and sounds are spectacular! Don’t miss it!

The Village is collecting winter coats on behalf of D300 Food Pantry’s 2024 Warm Coat, Warm Hug Drive. Coats may be dropped off at the Village Municipal Center through November 6.
In recognition of Breast Cancer Awareness Month, the Village Municipal Center will be lit up in pink during the month of October, representing support of those with breast cancer and recognizing the importance of breast cancer screening and prevention.
The Village Public Works Department will be winterizing the water irrigation system between October 16 – November 4.
Water will be blown out from sprinkler heads and water main pipes in various areas of the Village. Water seepage may be observed in the affected areas. Do not be alarmed, this is a normal occurrence during the winterizing process.

Pingree Grove, Illinois – Fraud is rampant, and unfortunately local government is not immune to becoming a victim. The Village of Pingree Grove has been the target of a cybercrime, which involved unauthorized access to its employee email system. Law enforcement is working diligently to investigate the issue and coordinate with relevant federal agencies on the investigation.
As this is an ongoing active investigation with law enforcement, additional information is unavailable at this time. The Village has no evidence to suggest that any personal utility account information was part of the email compromise.
The Village has implemented additional cyber security safety measures to avoid such an event in the future. As the law enforcement investigation continues, updates will be released when able to ensure that our residents are kept informed.

On or about September 30, 2024, the Village of Pingree Grove intends to apply to the Illinois Department of Transportation for a grant from the Illinois Transportation Enhancement Program (ITEP) in the amount of $2,510,672.23. The program requires a 20% local match for engineering and construction . The award of grant funds will allow the Village to construct a shared use path along IL-72 and portions of US20, from Reinking Road on the east to Thurnau Road on the west. The goal of the ITEP grant project is to support alternate modes of transportation, enhance the transportation system throughout the community, and improve the quality of life for members of the communities. Information related to this project, along with the draft grant application will be made available for review prior to the Public Hearing on the Village’s website www.villageofpingreegrove.org.

The Village ofPingree Grove will be performing asphalt rejuvenating maintenance on your village roads. Please be advised that the contractor CAM, LLC is scheduled to do work on your street starting August 22 . Consequently, there will be No On-Street Parking from Thursday Aug 22na thru Saturday Aug 24Ith Between the hours of 8:00 am until 4:00 pm.
If you have a lawn sprinkling system that sprays or drains onto the street pavement you should turn it off for the day in which work will be performed on your street and one day following the treatment. Also please refrain from discharging your sump pump onto the street during this time.

Why is this product being applied to my road? CAM, LLC will be applying Reclamite Maltene Based Rejuvenating Agent to your roads. Reclamite is a product designed to extend the life of the pavement by sealing the pavement from the elements. This penetrating sealer is the most widely used pavement rejuvenator in the market for over 50 years, and will assist in minimizing the need for more costly and disruptive methods of street repair.
How long does the process take? Once our small crew begins work on your street, the process will usually only take one to two hours. Please obey all signs and crew direction. Once the road has been treated with lime screenings, the road will be fully opened to traffic.
When can I drive on the road? You can exit your driveway and drive through the work area, but please go slow and stay on the area treated with sand/screenings. Please be advised that driving onto a driveway before the contractor is finished applying the limestone/sand may cause vehicle tires to track some of the product onto driveways and sidewalks. These markings are not pennanent, and will naturally fade within a few weeks.
When will the road be cleaned up? After the product is applied, an application of limestone screenings will be applied to the road. This is not permanent. The screenings will be swept up in a day or two after the product is applied. These agents are environmentally safe and extend the pavements life. If caution and reduced speeds are taken when driving on recently treated roadways, the transfer of material from the roadway to your vehicle is unlikely. If you do have product that has transferred to your vehicle, it is non corrosive and will not damage your vehicle. A bug and tar remover (available at any local auto parts store) will safely remove any material on your vehicle. Please work with us through any inconveniences during the application process. Beginning next week, and weather-dependent, multiple Village roads are scheduled to receive a pavement rejuvenator treatment which will extend the lifespan of the asphalt surface. The pavement rejuvenator process includes an oil-based coating followed up by a fine sand dusting. The roadways that will receive the pavement rejuvenator are in Waterford NB #2: Derry Ln, Emerald Dr, Galway Ln, and Shamrock Ln, in addition to RJ Brown Blvd, Wester Blvd., and Cambridge Lakes Dr. The affected roads will remain drivable during the treatment process which takes a couple of days to complete. EXPECT THE ROADS TO BE “DUSTY” while the rejuvenator treatment takes effect – the sand will not damage property or vehicles; once cured, the roads will be swept of excess sand. The Village received calls from residents reporting an odd odor in their water. This occurrence was a side effect from restarting the Village’s water treatment plant during a phase of construction, that resulted in an air pocket in the water system. To rectify, the Public Works Department will be conducting hydrant flushing to eliminate the odor.

Village President Kubiak has proclaimed the month of June as Monarch Butterfly month in the Village of Pingree Grove. A proclamation was signed on June 3, 2024, in honor of the Monarch butterfly, the state insect of Illinois, to raise awareness on the decline of the Monarch and to help support their sustainability.
The Village welcomes you to visit the Pollinator Garden at the corner of Wester and Reinking, where new plantings of native plants such as milkweed and other nectar-producing plants to help increase the Monarch's chance of survival.

The Village of Pingree Grove is partnering with the Hampshire Area Chamber of Commerce to bring you a Home & Business Expo on Saturday, May 11th from 10am to 1pm at the Pingree Grove Municipal Center, 555 Reinking Road. The event is free and open to the public. Visit dozens of local businesses and community groups to receive giveaways, prize drawings, raffles, entertainment, food, and craft vendors! There is something for the whole family.

In honor of Earth Day – April 22 the Village will host a PinGREEN Grove Earth Day Clean-Up Saturday, April 20 (Rain Date: Sunday, April 21) 9:00 am – 12:00 pm
The top three (3) registered groups that fill up the most 33 gal. bags with collected trash from designated areas around the village, will receive a local gift card (1 per group) - $100 for 1st; $75 for 2nd; $50 for 3rd.
Saturday, April 20 (Rain Date Sunday, April 21) Groups are to meet at the baseball complex parking lot (1075 Western Blvd) at 9:00 am. The Village will assign areas in need of clean-up and will provide 33 gal. garbage bags and gloves. Full garbage bags should be tied and left at designated areas for pickup by Public Works. The top 3 trash collector groups will be notified on Monday, April 22.

It’s Time! The Village has been preparing for the 2024 Special Census and the time is here! The U.S. Census Bureau will begin mailing instructions to each village household on how to complete the
Village of Pingree Grove 2024 Special Census survey using the internet self-response process. Your mailing will include a 12-digit ID that you will use to begin your survey once registered. The Special Census survey should take approximately 10 minutes to complete online.
The Special Census internet self-response period is March 29 - April 23. From May 9 – May 31, Field Representatives from the U.S. Census Bureau will begin in-person data collection visits to those households who did not respond online. Your cooperation in completing the survey via the self-reporting process is preferable; however, we understand that some may be unable to do so.
When conducting the online Special Census survey, it is important to note that your address may appear as being in Hampshire, IL. Please disregard the town name and verify the correctness of your house number and street name. The U.S. Census Bureau utilizes a specific census geography in pinpointing census locations, and Hampshire is the geographic area used in our Special Census.
The significance of this Special Census to our community cannot be overstated. A substantial portion of Pingree Grove's funding from both Federal and State governments hinges on population figures. With the surge in new home constructions since the 2020 Census, it becomes imperative to ensure that every resident is accurately accounted for. By achieving a comprehensive count, we pave the way for securing essential resources that directly influence our daily lives, encompassing vital services such as infrastructure maintenance, park facilities, water supply, waste management, law enforcement, and more!

The City of Elgin and the Village of Pingree Grove will be providing a public informational meeting that has been scheduled for May 28, 2019 from 4:00 P.M. to 6:00 P.M. in the Pingree Grove Village Hall for the purpose of discussing the improvement of intersection at US Route 20 and Reinking Rd. This improvement will include the construction of a roundabout and sidewalk improvements.
The meeting will be conducted on an informal basis with project displays and other information available for viewing. City and consultant representatives will also be available to explain the project, answer individual questions and record comments offered by those in attendance.
Preliminary reports, including an environmental assessment and an engineering analysis with drawings, maps, and aerial photography, will be available for inspection and viewing during the entire time the representatives are present. This same material currently is available for reviewand inspection at the district office.
This meeting will also serve to involve and obtain the views of the public about potential project impacts.
