TIF Districts in Pingree Grove

The Village has one TIF District and one proposed TIF District. In 2009, the Bell Harrison TIF District, also known as the Pingree Grove Business Park, was adopted via ordinance. This August, the Village Board will vote to adopt the Heritage District TIF.

TIF is a development tool local governments can utilize to make public improvements and attract new development to an area. Tax Increment Financing helps local governments attract private development and new businesses using local resources that do not depend upon an increase in taxes or the reduction of other services. This investment, public and private, means more revenue to help a community meet its other needs.

How TIF Works

When a TIF redevelopment project area (often called a TIF district) is created, the value of the property in the area is established as the “base” amount. The property taxes paid on this base amount continue to go to the various taxing bodies as they always had, with the amount of this revenue declining only if the base declines (something that the TIF is expected to keep from happening) or the tax rate goes down. It is the growth of the value of the property over the base that generates the tax increment. This increment is collected into a Special Tax Increment Allocation Fund for use by the municipality to make additional investments in the TIF project area. This reinvestment generates additional growth in property value, which results in even more revenue growth for reinvestment.
 
 A tax increment is the difference between the amount of property tax revenue generated before TIF district designation and the amount of property tax revenue generated after designation. Establishment of a TIF does not reduce property tax revenues available to overlapping taxing bodies, as the property taxes collected on properties included in the TIF at the time of designation continue to be distributed to them in the same manner as they would if the TIF did not exist. Only the new property taxes generated by the incremental increase in the value of these properties after the TIF is established are available for investment in the TIF.

Heritage District Redevelopment Plan and Project

On May 19, 2025, the Village Board passed Ordinance No. 2025-O-08 - an Ordinance Fixing a Time and Place of a Public Hearing With Respect to that Certain Tax Increment Financing Eligibility Study and Development Plan and Project for The Heritage Redevelopment Project Area in The Village Of Pingree Grove, Kane County, Illinois. 

Pursuant to the provisions of the Illinois Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-1 et seq. (the "Act"), the Village is considering the adoption of a redevelopment plan and redevelopment project, to be known as the Heritage Tax Increment Financing Redevelopment Plan and Project and the designation of certain property within the Village, which is legally and commonly described on Exhibit B, of the Ordinance 2025-O-08, and generally depicted on a boundary map incorporated as Exhibit C of the Ordinance, as a redevelopment project area, to be known as the Heritage Redevelopment Project Area. 

Tax Increment Financing Redevelopment Project Areas Registration for Interested Parties’ Registry

Pursuant to Section 11-74.4-4.2 of the Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4-1 et seq. (the “Act”), the Village of Pingree Grove, Illinois (the “Village”) is required to establish an interested parties registry (or “Registry”) for each tax increment financing redevelopment project area created pursuant to the Act (a “Redevelopment Project Area”). On Monday, May 19, 2025, the Village adopted an Ordinance 2025-O-09 authorizing the establishment of such Registry by the Village Clerk (“Clerk”) and adopting registration rules for such Registry. The purpose of this notice is to inform the public of the Registry and the registration rules for the Registry and to invite Interested Parties (as defined below) to register in the Registry for the Redevelopment Project Area. The Village has now identified the Heritage Redevelopment Project Area as an area for study and possible designation as a Redevelopment Project Area. Such Area would include approximately 95.2 acres of land and be roughly bounded by Police Plaza to the north, US 20 to the south, Reinking Road to the east, and Pingree Grove Forest Preserve to the west.  A map of such area is on file at the Village of Pingree Grove Municipal Center at 555 Reinking Road, Pingree Grove, Illinois 60140 for anyone to examine during regular business hours.

Any organization active within the Village and any resident of the Village (an “Interested Party”) is entitled to register in the Registry for any Redevelopment Project Area. Organizations include, but are not limited to, businesses, business organizations, civic groups, not-for-profit corporations and community organizations. Individuals must be residents of the Village at the time of registration.

An Interested Party seeking to register in the Registry for any Redevelopment Project Area must complete and submit a registration form to the Clerk. Organizations must also submit a one-page statement describing their respective current operations in the Village.   Residents must also submit a copy of a current driver’s license, lease, voter registration card, utility bill, financial statement or such other evidence as may be acceptable to the Clerk to establish current residency in the Village.

All organizations and residents whose registration form and supporting documentation comply with the registration rules and who submit such documentation, either in person or by mail, to the Village of Pingree Grove, c/o the Village Clerk (TIF Registry), 555 Reinking Road, Pingree Grove, IL 60140, will be registered in the applicable Registry within ten (10) business days of the Clerk’s receipt of all required submissions. The Village Clerk will provide written notice to the registrant confirming such registration. Upon registration, Interested Parties will be entitled to receive all notices and documents required to be delivered under the Act with respect to the applicable Redevelopment Project Area. If the Village Clerk determines that a registrant’s registration form and/or supporting documentation is incomplete or does not comply with the registration rules, the Clerk will give written notice to the registrant specifying the defects. The registrant will be entitled to correct any defects and resubmit a new registration form and supporting documentation. An Interested Party’s registration will remain effective for a period of three years. Rules for the renewal or amendment of an Interested Party’s registration may be obtained from the Village Clerk.

Each Registry will be available for public inspection at the office of the Village Clerk during normal Village business hours. The Registry will include the name, address and telephone number of each Interested Party and, for organizations, the name and telephone number of a designated contact person.

Bell Harrison TIF District

In 2009, the Village of Pingree Grove adopted a Tax Increment Financing (TIF) Ordinance for the Bell/Harrison redevelopment project area, known as the Pingree Grove Business Park, to help spur development.
