With the Village's recent move to the Municipal Center at 555 Reinking Road, there are a number of parcels of land near Reinking Road and Route 20 that the Village owns, but no longer requires the use of. Accordingly, as a component of the Village's efforts to spur economic development in the area, the Village Board has directed that several parcels be offered for sale by competitive, sealed bid.
The first set of parcels is 4 properties comprising the former Village Hall site. A map of the parcels is included below:

The parcels are the 4 properties bounded by blue in the above-provided photograph, which include the former Building Division offices at 40W885 Railroad Street, the former Village Hall and the white block building adjacent to it.
The second site is the currently vacant/park area at the intersection of Reinking Road and Route 20, bounded in turquiose, below:

Note that this parcel is likely to be affected by the proposed construction of a roundabout at Reinking Road and Route 20, as conceptually depicted below:

The Village is seeking sealed bids for the purchase of any or all of the properties. There are some restrictions on the sale, regarding proposed future uses. Purchasers are required to disclose and detail their proposed use for the properties (and their timeline for development). It is likely that rezoning will be required to accommodate proposed uses. All sealed bids must be received by the Village by Friday, October 4, 2019 as outlined below.
The legal specifications for the bid process are outlined below, including legal descriptions, PINs, the bidding conditions and minimum pricing, and use restrictions. The Village seeks proposals for the use or reuse of these sites, and will entertain proposals for the license, lease or sale of the site or for any portion thereof. Proposals should describe the portion sought to be used or acquired, the interest sought by the respondent (purchase, lease, other), the proposed use of the property (in great detail), and the proposed disposition of all structures on the property.
The minimum price for the Village Hall Site is $125,000, or not less than $2.50 per square foot if a lesser assembly of property. The minimum price for the Reinking Site is $50,000, or not less than $2.50 per square foot if a lesser assembly of property. The buyer shall be responsible for paying all usual and customary purchaser title and closing costs. The buyer shall further be responsible for costs of survey, if a survey is desired. The Village will convey title by general warranty deed, subject to any applicable exceptions if buyer chooses not to have a survey completed.
The buyer shall specify any proposed use for the properties. Bids may be submitted with a contingency requiring that the bid be approved and a rezoning of the properties be granted before closing may occur, provided that the zoning contingency adheres to the following restrictions:
Other than the existing residential structure on the Village Hall Site, no first-floor residential shall be permitted.
Second floor and above residential shall be permitted as a special use.
A commercial or mixed-use zoning designation with appropriate use restrictions shall be appropriate to request. No use which is defined as an Adult Business under Village Code Section 4-2-1 shall be a permitted use. Bidders may define their proposal for what shall and shall not be permitted.
The Village seeks to have the existing portable trailers removed from the Village Hall Site. Bidders should specify a timeline for removal of the trailers, whether as a fixed timeline or contingent on some other events.
The Village seeks to see aesthetic improvements, remodeling and/or demolition of other structures present. Bidders should specify a timeline for such activities, whether as a fixed timeline or contingent on some other events.
If a conditional/contingent bid is submitted, the Village reserves the right to require a 10% deposit in certified funds or cash equivalent, within thirty days of approving the bid.

Respondents are responsible for all costs incurred in the preparation of responses and related due diligence. Inquiries may be submitted to the Village Manager, Dean Frieders, at dean@pingreegrove.org. Proposals may include one assemblage, both assemblages, or a portion of one or both assemblages. All proposals are due to the Village by no later than Friday, October 4, 2019 at 2:00pm. Proposals shall be submitted in hard copy, sealed envelope, marked Real Estate Proposal, to the Village of Pingree Grove, 555 Reinking Road, Pingree Grove, IL 60140. Proposals shall be submitted via USPS, commercial carrier or hand delivery; three copies of each proposal shall be included within the sealed envelope.
